NATCCO (National Confederation of Cooperatives)

The National Confederation of Cooperatives (NATCCO) was formed by credit union pioneers who believed that the task of co-op development lies primarily in the hands of the private sector. These leaders believed in self-help and in the idea that people in poverty need to create opportunities for themselves to improve their economic well being. The co-op sector leaders were aware that in order to succeed they cannot rely on government alone. Instead, co-ops have to be driven and patronized by their members and it is only through co-op education that this level of member patronage and responsibility can be established.

Thus, in the 1950’s to the 70’s, a large number of privately-initiated primary co-ops banded as five regional co-op training centers (secondary cooperatives). In 1977, the five regional training centers formed NATCCO, then known as the National Association of Training Centers for Co-ops, to coordinate the trainings and educational services for cooperatives at the national level. NATCCO also served as the voice of co-ops belonging to the network.

In response to the growing needs of primary co-op affiliates, in 1986 NATCCO was transformed into a multi-service national co-op federation while the regional training centers were transformed into multi-service co-op development centers. The acronym NATCCO was retained and its meaning converted to the present, National Confederation of Cooperatives.

Today, NATCCO is the biggest and strongest federation of co-ops in the Philippines, in terms of geographical reach, membership, financial capacity and array of services. It now has around 1.2 million individual members coming from several co-op federations and some 308 rural and urban-based co-ops.

Aside from local development partners, NATCCO also has international partners and is affiliated to international organizations to further its vision of cooperative sector development in the Philippines. Among these international organizations are the International Cooperative Alliance (ICA) based in Geneva; the Association of Asian Confederation of Credit Union (ACCU) in Bangkok, Thailand; Proxfin, Desjardins Development International, Canada; Aflatoun Child Savings International, Netherlands; Asian Women in Co-operative Development Forum (AWCF). Our international partners include the Rabobank, Germany; Cordaid, ICCO, Agriterra, Oikocredit, Kooperatiba Forbundit and CHF International. NATCCO also notes as its main local partners the following institutions: Land Bank of the Philippines (LBP), Postal Bank, Development Bank of the Philippines (DBP), Foundation for a Sustainable Society, Inc. (FSSI), Western Union (WESU), BancNet and SME Nation Group (PLDT).

NSCC (Nueva Segovia Consortium of Cooperative)

Nueva Segovia Consortium of Cooperatives was organized as a secondary level cooperative in the Archdiocese of Nueva Segovia.  Archbishop Orlando B. Quevedo, OMI, DD and Msgr. Ambrose L.    Cabildo, MSW, JCC, initiated the formation of Nueva Segovia Consortium of Cooperatives.
 
The first consultation meeting to put up a Consortium of Cooperatives was held on June 7, 1992.  The organizational assembly of the Consortium in the Archdiocese of Nueva Segovia was held on July 5, 1992 to amend/ratify/approve the Articles and By-laws of the Nueva Segovia Consortium of Cooperatives.
 
Thereafter, it was registered on September 17, 1992 with the Cooperative Development Authority with a Registration Number DAG-2218.
 
The aim of its formation is to create a viable and integrated program among its member cooperatives that would catalyze the holistic development of      members in the Barangays and Municipalities of Ilocos Sur and in furtherance thereof:
 

  1. to promote gospel values through the cooperative movement
  2. to pool together the resources of the member cooperatives for mutual assistance and development
  3. to mobilize possible requirements domestic or foreign for the advancement of officers
  4. to develop projects / programs and to engage into entrepreneurial enterprises
  5. to participate in any socio-economic development program
  6. to monitor in the implementation of the  government projects
  7. to circulate cooperative news and educational materials  through audio-visual facilities
  8. to promote the formation of quality cooperatives to perform such other function as maybe necessary to attain its objectives

 
 NSCC is at present affiliated with the Northern Luzon Federation of Cooperatives and Development Center (NORLU CEDEC) and the National Confederation of Cooperatives (NATCCO).
 
NSCC only accepted Catholic Church based cooperatives as regular members, until the 9th Annual General

Assembly was conducted.  During that assembly the bylaws on membership was amended.  And as stipulated on approved amendments, the membership of NSCC is now open to all primary   cooperatives registered with the Cooperative Development Authority and operating within Region 1.  NSCC also opened membership for individuals to become associate members.  This created a greater opportunity for NSCC to improve its programs and services.
 
In 2007, NSCC had amended its Area of Operation, which is now approved by Cooperative Development Authority, that NSCC can now operate not only in Region 1 but also in Cordillera Autonomous   Region and in Region 2.
 
Nueva Segovia Consortium of Cooperatives started with a humble beginning of thirteen thousand five hundred pesos (P13,500.00) as initial capital and with only three employees working on its first years and this includes, the CEO-Mrs. Divina C. Quemi as the first and still the head of the organization. Yet, that humble beginning made the start of something great.  NSCC also encountered failures and        difficulties during its early years.  It had created programs that aimed to create greater opportunities for cooperative members, some have failed while others were sustained and helped the cooperative grow.  NSCC had strived hard to earn the trust and loyalty of members. The Cooperative also struggled to achieve the support of different financial institutions and other networks.  
 
Now, NSCC has six branches in the provinces of Ilocos Sur and Ilocos Norte and has already             established its own training center and commercial center.
 
The Cooperative is a product of good work, of hard work, of perseverance, of optimism, of noble intention and to sum up.. It is a product of God’s blessings and inspiration. The organization is only more than a decade old yet its accomplishments are countless.  The cooperative will still continue to do its best to improve the programs and services to give greater benefits to members and communities    being served.

MSCB (Metro South Cooperative Bank)

The Metro South Cooperative Bank (MSCB) is the only cooperative bank in the National Capital Region (NCR). It is a unique bank registered with the Cooperative Development Authority (CDA) as a cooperative, and with the Bangko Sentral ng Pilipinas (BSP), as a bank under the rural banking system. Based in Makati City, it started its commercial operation in March 24, 1997 soon after the BSP issued a certificate of authority to the bank to operate as a cooperative bank pursuant to Republic Act No. 6938 and Monetary Board NO.745.  As a cooperative bank, the bank is under the supervision of the BSP in collaboration with the CDA.

The purpose of MSCB is to provide banking and credit services for cooperatives as well as to individuals and/or the public in general. Its main mission is to assist cooperatives in their financial needs, as they have not been receiving adequate attention, in terms of credit support by a banking industry that shuns away from the “poor” segments of society. The cooperatives are often perceived as high risks, in terms of credit worthiness and with very limited growth potential, by the commercial banks.

MSCB started its operation with only forty-five (45) cooperative-members-shareholders. Together they contributed to the bank’s paid-up capital of P33 million in 1997. At the end of 2008, the number of cooperative investors/shareholders has grown to almost 900 cooperatives bringing up the bank’s paid-up capital to P135 million in 2008. Its total resources has correspondingly increased to P904 million, with a total loan portfolio of P500 million. Recently, the Land Bank of the Philippines (LBP) approved equity and rediscounting line amounting to P105 Million.

MSCB is a unique bank with a unique position and ability to tap on the vast market of cooperatives, its main client base. It is unique in terms of its wide, diverse and active institutional membership base with varied business and economic activities. Finally, the membership base (cooperatives of banks, teachers/school, soldiers, hospitals, farmers, fisherfolks, offices, parishes, market, urban poor, community, etc.) can be readily tapped to increase capital, deposits and loan volume.

The bank is currently headed by a dynamic president, a seasoned commercial banker, Mr. Reno P. Velasco. It holds bank/office in the financial district of the country for the last 12 years of operation.

ISCB (Ilocos Sur Cooperative Bank)

Ilocos Sur Cooperative Bank (ISCB) is a secondary coop catering not only primary cooperatives but also individuals withinprovince of Ilocos Sur.

They can be located at Bagani Campo, Candon City, Ilocos Sur.

 

 

LBP (Land Bank of the Philippines)

The Land Bank of the Philippines is a government financial institution that strikes a balance in fulfilling its social mandate of promoting countryside development while remaining financially viable.

This dual function makes LANDBANK unique. The profits derived from its commercial banking operations are used to finance the Bank’s developmental programs and initiatives.

Over the years, LANDBANK has successfully managed this tough balancing act as evidenced by the continued expansion of its loan portfolio in favor of its priority sectors: the farmers and fisherfolk, small and medium enterprises and microenterprises, livelihood loans and agribusiness, agri-infrastructure and other agri- and environment-related projects.

Today, LANDBANK is by far the largest formal credit institution in the rural areas. Its credit delivery system is able to penetrate a substantial percentage of the country’s total number of municipalities.

SBC (Small Business Corporation)

Small Business Corporation envisions becoming the leader in small enterprise development financing and small credit delivery systems nationwide. The Corporation has focused on developing an appropriate mix of financing products that are responsive to the needs of SMEs in the country.

Over the years, the Corporation has evolved its product line from generic credit and credit enhancement facilities—catering to both nearly bankable SMEs and small banks in need of liquidity support—to more evolved lines that focused the financing facilities to specific products and/or sectors.

In total, there are 16 credit and credit guarantees programs being of offered by the Corporation. The credit facilities are divided between wholesale and retail lending, which targets banks engaged in MSME lending, and pre-bankable small to medium sized businesses. The credit guarantees services banks with SME accounts that need additional collateral cover.
